Sherman W. Garnett is the Dean of James Madison College, Michigan State University, USA. Formerly, Garnett was Senior Associate at the Carnegie Endowment for International Peace, and U.S. Deputy Assistant Secretary for Defense for Russia, Ukraine, and Eurasia. Robert Legvold is a professor of political science at Columbia University, USA.
