This book examines much of this research for lessons relevant to the current and future strategic environment. It is therefore part intellectual history and part policy recommendation, intended to encourage debate and discussion on how deterrence can best be incorporated into U.S. strategy. Austin Long joined CNSP as Senior Fellow on July 1, 2025. Dr. Long was previously appointed to the Senior Executive Service in October 2022. As DD StS, Dr. Long was responsible for the formulation of Joint Staff positions and recommendations regarding strategy, plans and policy for strategic deterrence, space, cyberspace, electromagnetic spectrum operations, information operations, nuclear, missile defense, countering weapons of mass destruction, subsea and seabed warfare, arms control, and other international negotiations. He was previously Vice Deputy Director for Strategic Stability. Prior to joining the Joint Staff, Dr. Long was a senior political scientist at the RAND Corporation and an associate professor at Columbia University's School of International and Public Affairs. He was an analyst and adviser to the U.S. military in Iraq (2007-2008) and Afghanistan (2011 and 2013). In 2014-2015, he was a Council on Foreign Relations International Affairs Fellow in Nuclear Security, serving in the Joint Staff J5. The research described in this report was sponsored by the Office of the Secretary of Defense and conducted within RAND Project AIR FORCE and the International Security and Defense Policy Center of the RAND National Defense Research Institute, a federally funded research and development center sponsored by the Office of the Secretary of Defense, the Joint Staff, the Unified Combatant Commands, the Department of the Navy, the Marine Corps, the defense agencies, and the defense Intelligence Community. This publication is part of the RAND monograph series.
