This book discusses how farmers can work with government departments to distribute and use irrigation water more efficiently. It explores: the history of irrigation; methods of field distribution; ways to set up farmers′ organizations for water management; comparisons of irrigation policies in other Asian countries; examples of successful irrigation organizations; and policy aspects. The authors argue that while most efforts to improve irrigation have been largely technical, the social aspect must not be ignored.
