Water is essential to human life, and as such, humans have used it without close regard to its economic value. Water concerns are high on many agendas. This text is a study in the analysis of development projects, especially water projects. The author modifies the Leontief model of the economic relationship between all sectors of an economy to include water. Water, alone, is not a single sector in an economy but a resource used by all sectors of an economy. The uses and users of water are tracked and assessed in terms of overall water balance and in terms of an economic balance. The book aims to help provide a clearer link between the management of the water sector and national economic planning.
