This text analyzes three related policy documents on the poor - the 1834 Poor Law Report and the majority and minority reports of the 1909 Royal Commission on the poor laws. It identifies the textual practices and discursive structures through which poverty and the poor were made into objects of knowledge and treatment, observing significant changes between 1834 and 1909, especially the minority report of the Webbs, in these respects. In these, as in all policy reports, possibilities of thought and action are strongly constrained by taken-for-granted ways of producing rational knowledge objects in literary practice.
