The act (36 Stat, 369) that established the Bureau of Mines in the Department of the Interior defined as part. Of the bureau's province and duty the making of diligent investigation of the methods of mining, especially in relation to safety of miners and the appliances best adapted to prevent accidents, and it authorized the bureau from time to time to make such public reports of its work and investiga tions as the Secretary of the Department of the Interior may direct, with the recommendations of the bureau.
