Rome was not built in a day, so it has been observed, and the pres ent admirable state of the police department of the metropolis of Western Massachusetts was not attained in a moment - but was grad ually built up during recent years, until it has reached the summit of possible efficiency and arrived at the point where of it, it can be said, that it is as perfect a body as circumstances will permit.

Surely, therefore, this most important branch of the city's various departments is worthy of a little history all to itself.
