The education of all the children of all the people is now gener ally conceded to be one of the most important functions of the state. A perfect democracy would provide for the education of every citizen. It does not follow, however, that all citizens must have the same kind of education; but each person should receive that training which will contribute most to his own happiness and which will make him a useful factor in human society.
