Lord Clyde, and a chapter analyzing the use of the declaration in EEC law written by Professor Francis Jacobs, QC, Advocate-General to the European Court. Since the publication of the first edition written by Professor Zamir in 1962 there has been a dramatic growth in the use made of the declaration by the courts.
