In a letter of the date of January 29th last, Mr. Field requested me to undertake the preparation of an answer to Mr. James C. Carter's paper against codification, but the time allotted was much too brief for my opportunities. Since then Mr. Field has published his Short Response, which has rendered any further answer unnecessary. Notwithstanding this, when Mr. Field learned that I had made some progress in the direction indicated, he politely urged me to complete and publish what I had begun. I have accordingly done so, although fully realizing that he will be disappointed with the little I have been able to add to the discussion concerning a greatlv needed reform.
