Excerpt from Seventh Annual Report of the Board of State Prison Commissioners of the State of Montana for the Year 1897
During the year the general health of the prisoners has been good. While the work on improvements was under way it was necessary to close the prison school, but at the comple tion of this work in November the school was again opened. The Board finds that while the school is of undoubted benefit to some of the prisoners, others can only be induced to attend by compulsion, and that those who unwillingly attend learn but little themselves, and prevent others from learning. The Board has therefore adopted the rule (if permitting prisoners to attend School or not, at their pleasure.
