A collection of 19 speeches by Runsheng, the director of the Rural Development Research Center of China's State Council during the 1980s and a central figure in rural policy formation. Most of the speeches were delivered to government and Party officials to explain reform policies during the transition from central planning and collectivization to reliance on the market and material incentives.
