Ten years after Archbishop Oscar Arnulfo Romero, El Salvador's outspoken advocate for peace and social justice, was murdered this book from Human Rights Watch shows that in spite of repeated promises of change from the government and massive aid from the United States, El Salvador is a country where most civilians live in terror, and where the rule of law remains a myth. The authors show that despite the United States policy of promoting human rights through support to the military, conditions in El Salvador have deteriorated to their worst levels since the early 1980's. In their view the United States' rationale for supporting the Salvadoran government and military is "as weak now as at the dawn of US military involvement". Documenting a wide range of violations by all sides in the conflict, the authors challenge the current administration's position that the human rights situation in El Salvador has steadily improved, and they call for American policymakers to thoroughly reevaluate the role of the United States in El Salvador.
