Il approuva, lors de la constitution du ministère waldeck-rousseau, l'entrée du socialiste Millerand dans un cabinet bourgeois. Rentré à la chambre en 1902, il fut l'un des plus fer mes appuis du ministère Combes dans sa lutte contre les Congrégations. Il fut un instant le véritable chef de la majorité gouvernementale, le conseiller occulte du pouvoir.
