Au nord-est de la province d'oran, dans l'angle aigu formé par la côte et le cours du bas Chelif, se trouve un pays encore très-peu connu et Où la colonisation n'a pas pénétré. La partie la plus orientale de ce territoire forme une subdivision administrative arabe appelée le Caïdat du Debra.
Ce mot de Debra vient de dakr, qui, en arabe, signifie dos il exprime très - bien l'aspect général de la contrée. Dans tout le pays du Chelif, on étend le nom de Debra a toute la région montagneuse située au nord du fleuve, de puis Milianah jusqu'à l'embouchure. Dans lalangue usuelle, le mot de Dahra s'emploie même souvent simplement pour désigner le nord.
