The following Discourse was spoken extem poraneously at the third general meeting of the German Association of naturalists and physicians at Munich last September, when the papers read by Drs. Hackel, N aegeli, and Klebs, had caused no little agitation both in the assembly itself, and particularly in the press and among the public.
