Although I have travelled much in Canada, and have often stayed there for months at a time, I have never lived in Canada. I am not associated in the slightest degree with any political party there. Had it not been my lot to travel for six or seven weeks with the Tariff Commission in 1905-6, I should have been utterly unknown to a single politician in Canada. My interest in Canadian politics is exclusively that of a student of political science and of industrial and economic develop ment and it is from this point of View that I have written this history of Sixty Years of Protection in Canada.
