Through such means only can we have an army of citizen-soldiers, ready, even while quietly engaged in the peaceful pursuits Of life, to spring to arms at a short notice. The immortal Jefferson truly said, None but an armed nation can dispense with a standing army. It is in the cities and large villages that the military organization is most needed. It is an auxiliary force to the police, and by its presence main tains good order and prevents lawlessness, thereby securing to the citizen his vested rights and privileges.

It 18 certain that a smaller force, well disciplined and thoroughly inst,ructed that can be quickly concentrated, is of more service to the State, in the protection Of its varied interests, than a large force scattered through its borders and without the burden of taxation being very grievous upon the people.
