Excerpt from Church Reform
If, as we fully admit, the Church system, as at present organized, to a great extent fails in the fulfilment of the Object for which it exists, the fault lies not in the national principle, but in the wrong working and application of that principle, and it becomes the duty of Parliament, which is responsible for the efficient working of that principle, to introduce such reforms into its organization as may help the Church to fulfil with greater efficiency its noble and sacred work.
