In my message of January, 1905, I pointed out the danger to the City's finances and credit of making inadequate provision for uncol lectible taxes, and presented an'estimate of the arrears for which no provision had been made, amounting at that time to over thirtv million dollars. I appointed a Comnnssmn to consider this subject and to suggest methods of more prompt collection.
