Restriction of enemy trade was, in large measure, a matter of diplomatic arrangements with neutral countries, which lie outside the scope of this book. The full story of the blockade remains to be told, but an attempt will be made in this and subsequent volumes to give a general idea of the situation in which the Central Powers were placed by the severance of their maritime communications.
The period covered by the present volume embraces those early months of the war during which the German attack on commerce was carried on mainly by surface cruisers and armed liners. The force of this attack was broken at the Battle of the Falklands in December 1914 but the last of the original raiders was not accounted for till April 1915.
