The first question which the student of history has now 'to ask himself is, Whether history is governed by' necessary laws? If it is, it ought to be written and read as a science. It may be an imperfect science as yet, owing to the complexity of the phenomena, the incompleteness of the observations, the want of -a rational method; but, in its nature, it is a science, and 1s capable of being brought to perfection.
