D'une part la question romaine voilà trente ans qu'elle est posée elle est issue des cir constances mêmes parmi lesquelles s'est ache vee l'unité dynastique; elle est née en même temps que cette unité; elle est la difficulté origi nelle, signalée sans relâche par Pie 1x, demen rée entière sous Léon XIII.
D'autre part, la question du Midi; elle se dresse, de plus en plus inquiétante, à mesure que se déroulent les destinées de la jeune Italie; elle résulte, elle, non d'un vice d'architecture dans la construction même de la bâtisse uni taire, mais d'une négligence d'entretien, et, si nous osons ainsi dire, de l'incurie des régisseurs successifs.
