L'organisation administrative fut l'une des premières préoccupations de la Constituante. La loi du '22 décembre 1789 8 janvier 1790 divisa la France en départements, le département en districts et enfin le district en communes.
A la tète de chaque département, on plaça pour délibérer sur les affaires, un Conseil général de trente-six membres nommés par les électeurs pour quatre ans et renouvelable par moitié tous les deux ans. Le pouvoir exécutif fut confié au Directoire du département, formé par 8. Membres du Conseil général et élu par cette dernière assemblée. Ce Directoire était chargé notamment de la mise à exécution des délibérations prises par le Conseil général. Il était assisté d'un Procureur général syndic chargé de correspondre ou de requérir en matière contentieuse.
