Remember, too, another fact. It is vital and it is terrible. The Boers boasted that their war with England would stag ger humanity. But this is the fact that actually did stagger the English: with the enforcement of peace among the native tribes of South Africa the negro population has increased enormously far more rapidly than the white. In the Philippines - so long as the white race did not intervene against head-hunting and other man~killing habits - the wild tribes slew each other in internecine war fare. As soon as Thou shalt not kill became civil as well as moral law. The wild races multiplied beyond all possi bility of the white race. Hindu, Fili pino, Japanese girls become mothers at eleven and twelve and thirteen.
