Sinopsis

How the U.S. Forest Service built timber appraisal methods—and why it matters

Valuing the Public Forests examines how the Forest Service developed timber appraisal methods from 1891 to 1981, and the people who influenced them. This book centers on the career of Julian Rothery and his role in shaping the system used to determine timber value for investment, sale, and policy decisions. It weaves together practical methods, professional debates, and the challenges of assessing value across different species, markets, and timelines.

  • See how appraisal ideas evolved from early manuals to a modern framework
  • Understand key concepts like market value, pay-as-cut value, and the valuation factor
  • Learn about the disagreements and consensus that shaped official practices
  • Explore how real-world sales and policy shifts tested appraisal approaches
Ideal for readers of forestry history, public policy, and economic history who want a clear look at how timber values have been appraised and contested over decades.

Suggestions and comments were solicited from many sources. A group of reviewers was selected to give advice and criticism as the manuscript was drafted. The History Section agreed to help guide the manuscript through the editing process in order to help insure that it met accepted cri teria for a scholarly historical study. I served for many years as the Forest Service's Chief Timber Appraisal Officer and am now retired.
