Vers 1880, un homme, Jules Ferry, entreprit de rame ner la France aux entreprises coloniales. Comme Col bert, il était non pas seul de son opinion, mais du moins très en avance sur son temps. Il y avait 100 ans que la France moderne ne se préoccupait plus, comme avait fait l'ancienne France, quede politique européenne. Elle était riche, modérément peuplée, n'avait pas d'émigrants et trouvait facilement en Europe l'emploi de ses capitaux.
