Acerca del autor
SAM LAIRD is Inter-regional Advisor at the United Nations Conference on Trade and Development (UNCTAD), Switzerland. He is also Special Professor of International Economics at the University of Nottingham, UK, Research Associate at Trinity College, Ireland, and Visiting Professor at the World Trade Institute, Switzerland. He worked previously at the World Bank and the WTO. He has published extensively on international trade policy. SANTIAGO FERN NDEZ DE C RDOBA is Economist at the United Nations Conference on Trade and Development (UNCTAD), Switzerland. He is also Special Professor of E
