The late Sir Ian Brownlie CBE QC was a Barrister at Blackstone Chambers, London. He was also Chichele Professor of Public International Law at the University of Oxford, a Distinguished Fellow of All Souls College, Oxford, and a Former Member and Chairman of the International Law Commission.

Guy S. Goodwin-Gill is Senior Research Fellow at All Souls College, Oxford, and a Barrister at Blackstone Chambers, London.
