What happens when Western money and technology are poured into a traditional rural village in hopes of making it a model modern agriculture-based 'new' town? In 1972 the author went to Iran to study the Shah's most famous rural development scheme, the Dez Irrigation Project. The results of her studies contradict many accepted ideas about rural development and the role of the West in that process.
