This publication contains 28 papers presented at two symposia during the Thirty-first COSPAR Scientific Assembly, Birmingham, UK, during July 1996.Joel Susskind and others presented new methodology to infer the Earth's surface and atmospheric characteristics from simulated high spectral resolution infra-red and microwave observations under partially cloudy conditions with multiple cloud formations. The non-linearity of the problem was fully treated and the information content of the radiances maximised. This methodology can be applied to a wide range of remote sensing problems.Other papers dealt with water vapour retrievals from nadir sounding instruments, constituent retrieval from limb sounders, analysis of data under non-local thermodynamic equilibrium conditions, aerosol retrievals, the acceleration of anomalous cosmic rays at the heliospheric termination and auroral acceleration processes.There were also new observations and mo
