In 1989 NZ local government administration underwent dramatic change in which numerous elected authorities were merged or underwent drastic restructuring in which territorial aurhorities ranging from small town boroughs, larger boroughs and cities were affected, including the usually much larger (territorially) rural county councils. This was the largest reshuffle of these elected authorities in 100 years. For many the result was a loss of local identity and a move not universally approved. One of these authorities was Ashburton Borough Council which had controlled the town's interests for the past 111 years. It became part of an extended Ashburton District Council. The author was commissioned to compile a record of the borough over the last five decades prior to the local body amalgamations. It was to complement books published earlier recording the history of the borough. The five parts of Richardson's history each embraces a decade and these are headed The Patriotic Forties, The Fifties. Prelude to Change, The Swinging Sixties. The Sombre Seventies and The Forgetable Eighties. In his preface the author wrote that with the exception of the 1940s, which was dominated by the Second World War and merited special treatment, each part discussed four main themes --- an overview on external forces affecting the town and its people, the activities of the council and its leadership, the growth or decline of commercial or business interests and the progress of social and cultural institutions. The impact of the amalgamation proposals and the reaction to the borough's citizens to them comprises a major part of the final section. Only when another history on the Asburton district appears will it be demonstrated whether the doubts, or the expectations, of the local body reorganisation were realised. That is for the futher, but the author's record of the final half-century of the Asburton Borough Council will provide a fine starting point for that next history.
