He served the early Stuart monarchs in Spain and in Parliament, miraculously recovered from a confrontation with Buckingham, and became a privy councillor and Chancellor of the Exchequer during the so-called "eleven years tyranny" of Charles I from 1629 to 1640. Cottington worked closely, if not always harmoniously, with Laud and Strafford in helping to shape royal policy, shared in the recrimination which the critics of the Crown heaped upon the royal counsellors, and was driven from his offices by the Long Parliament on the eve of the Civil War. Thereafter, unable to remain aloof from the struggle which soon touched him personally, Cottington helped to mastermind the Royalist war effort until he fled to France in 1646 to escape retribution at the hands of the Parliamentarians. There and in the Low Countries he followed Prince Charles s court-in-exile and forwarded the Royalist counter-revolution, while the Parliamentarians took from him the considerable property and wealth that he had had to leave behind in England. He died in Spain in the very city where he had launched his career as a royal servant nearly a half-century earlier. From this day to ours Cottington has been dogged by a reputation for guile, self-interest and administrative irresponsibility, as well as for being blindly pro-Spanish, crypto-Catholic, and a damaging influence upon the nation.
