The author shows how the economic conditions of the 1920s, the fear of further war, the example of Mussolini in Italy and the seeming inability of the major British political parties to deal with the unemployment problem allowed Fascism its small footing in Britain. He makes it clear that demonstration was thought by the Fascists to be their best form of propaganda and describes how the growing disorder that attended their meetings, especially that at Olympia in 1934, led to the passing of the Public Order Act in 1936. Robert Benewick's book neither overestimates nor abuses its subject.
