Report from Congressman Howard of the Committee on Foreign Affairs relating to disputed territory on the border between New Brunswick, territory of Great Britain, and Maine, of the United States. Canadian and American Lumberjacks ventured into the disputed territory, and in February 1839 some 10,000 men of the Maine Militia marched to the area and the disturbance grew into "The Aroostook War", also called "THe Pork and Beans War". This report describes a bill giving to the President of the United States additional powers for the defense of the United States. On March 2, 1839, just two days after this report, Congress debated this issue, and the dispute was finally settled by the signing of the Webster-Ashburton Treaty of 1842.

Condición: Very good. - Approximately 23 words penned by the retired Governor of Arizona Dan Edward Garvey across the bottom left of a Typed Letter Signed by Congressman Seymour Halpern. In his letter of over 260 words typed on "Congress of the United States" stationery, Seymour Halpern writes that "Many years ago as a high school student I initiated a little project trying to have a map of the United States signed by each of the Governors of his respective state." Somehow, at one point, the map "disappeared". Thirty years later, an assistant to one of the Governors discovered the map during the "removal of old office files". Halpern, now a U.S. Congressman, goes on to write "Since you were Governor during that period, I would like to ask if you would be good enough to affix your signature to the map." Signed "Seymour Halpern". The former Arizona Governor Dan Eward Garvey has penned a brief reply across the bottom left of the letter: "I have signed your map - I am the oldest living Governor of the states. All Governors before my term have passed away". Signed "Dan E. Garvey". An annotation penned at the top, likely in Halpern's hand states: "Pre 1930 letter (awaiting word L of C re Cal. gov)". Folded for mailing, there is a chip out from the top left corner. Very good. The ninth Secretary of State of Arizona and eighth Governor of Arizona, Dan Edward Garvey (1886-1974) was the first to ascend to the office of Governor from the Secretaryship. The Queens, New York Republican Congressman Seymour Halpern (1913-1997) started his political career as a campaign aide to New York's powerful mayor Fiorella La Guardia and first served in New York's State Senate for 14 years before seeking a seat in the U.S. Congress. In Albany Halpern sponsored 279 bills that became law, including measures on schools, housing, civil rights, nutrition and mental health. A Liberal, he was something of an anomaly as the lone Republican representative from New York City, and generally garnered support from Labor Unions and endorsement from the Liberal Party. Yet he never even considered switching parties as he considered membership in the Republican Party a family tradition and commitment. While he found ample time for his private pursuits, including painting and collecting autographs, he took his legislative duties very seriously. Of these, he was proudest of his co-sponsorship of the 1964 Civil Rights Act and of the original 1965 Medicare legislation.

Condición: Good. - A 17 inch high by 22-3/4 inch wide sheet of paper has been folded in half & then folded 2 additional times to form a document 8-1/2 inches high by 4 inches wide. The printed document is filled in in ink by an agent and signed "Willard Ives" beside his printed title "President". Illustrated with an engraving of the fire insurance company's building. There is some staining and light soiling to the document & 1 corner is creased. There is a crease with short tears to the right edge & a tear & chip along the first fold. Good. Though he liked best to be known as a farmer and owned Hillcrest Farm in Watertown for 48 years, Willard Ives [1806-1896] was a noted and active participant in the life of Jefferson County and beyond. He was a leader in the Methodist Episcopal Church, was a delegate to the world convention of Methodists held in London in 1846, and served as President of Ives Seminary in Antwerp, NY. In addition to his presidency of the fire insurance company, he was a director of the Bank of Watertown, a founder and second president of the Jefferson County Orphan Asylum and president of the Jefferson County Agricultural Society in 1848. He was one of the organizers of Syracuse University and represented his district in Congress as a Democrat from 1851-53.

This copy is signed in Book One: "To Edward Perkins! Keep the faith, John Lewis." Additional signature by Andrew Aydin. John Lewis (1940-2020) served in the United States House of Representatives from 1987-2020, representing Georgia's 5th Congressional District. He was a lifelong civil rights activist, helping to organize the March on Washington in 1963, and he led the first of three marches from Selma to Montgomery across the Edmund Pettus Bridge in 1965. He was awarded the Presidential Medal of Freedom in 2011. The recipient of this book, Dr. Edward J. Perkins (1928-2020) served as U.S. Ambassador to the United Nations, as well as Liberia, South Africa, and Australia throughout his 25-year foreign service career. In 1986 President Ronald Reagan appointed Perkins to serve as ambassador to South Africa in hopes of fending off a congressional override to his veto of economic sanctions against the country. It was a controversial decision amidst apartheid in South Africa, and many Black leaders urged Perkins to not take the role. Perkins accepted the position and served until 1989, one year before Nelson Mandela was released from prison. He was appointed U.N. Ambassador by George H.W. Bush in 1992, serving for one year.
