A college library withdrawal with internal library marking (a plate inside front board, pencil numbers on both sides of title page, stamped rear endpapers, a label, pocket and blank card inside rear board -- book had not been checked out). Interior is mildly aged (with minor toning) with little wear. Pages are clean, untanned, with unmarked text, free of any spotting/foxing. Firm secure binding; clean unstamped outer page edges. Dust jacket has been laminated and permanently affixed to boards. Laminate shows wrinkles; edges of boards with faint dusty marks. There is an inventory label on lower spine, crossed out in black marker. -- "James Burgh" is not exactly a household name, not even in households of specialists in Hanoverian England. He is not mentioned in the standard texts. Although some dozen specialized studies acknowledge him, he is treated mostly superficially. Does such an apparently insignificant figure deserve a book all to himself? Professor Carla Hay thinks so and calls Burgh "one of Britain's foremost spokesmen for political reform prior to the American Revolution" (p. 30). Being a Presbyterian Scot in Anglican England, Burgh found himself a Dissenter and something less than a full citizen. This, plus his moralistic disposition and concept of Christian commitment to national regeneration, propelled him into that corner of the political arena devoted to reform, especially after his lofty hopes for George III as a patriot king had been tossed out the window. Burgh was a third generation Commonwealthman who traced his ideological ancestry to the writings of Milton, Harrington and others of the Interregnum. But because these Commonwealthmen lacked organization, because their ideas were most effectively expressed in America, not England, and because the voice of reform was virtually silenced during the French Revolution, they became part of a forgotten generation. Hay has chosen not to forget. Her analysis is thorough and many of her judgments are sound; to that extent she has added to our understanding of English radicalism.
