In September 1946 a group of scientists and other authorities was set up by the Council of the Royal Institute of International Affairs, under the chairmanship of Sir Henry Dale, to examine the problem of atomic energy and its effects on international relations. Their Report surveys the history of a great scientific and technical advance and tells of the efforts made by statesmen, scientists, and others to produce plans for international regulation which, while interfering no more than is essential with national sovereignty, can ensure a reasonable measure of security from the perils of uncontrolled atomic warfare, and at the same time facilitate the economic use of a new and much needed potential form of fuel. In so complex a study it is not to be expected that the distinguished members of this Group will see eye to eye on all aspects, and the individual papers which they contribute to the discussions illustrate not infrequently the result of examining the matter from different points of view. Some of their contributions are reproduced in this Report. The reader can thus 'listen in' to the discussions of the Study Group and form his own opinion on the best course to be followed not only by the British Government but by the United Nations as a whole.
