The goals of solar system exploration and the objectives of planetary astronomy are discussed in the first section. The second section examines the planetary astronomy program for 1988 in terms of finances, areas of strength, and areas of concern. Section three takes an in-depth look at ground-based and airborne planetary astronomy, while section four examines earth-orbital planetary astronomy. In each section, accomplishments and future missions are evaluated as to success and importance. Finally, the fifth section provides overall conclusions and recommendations. The goal of planetary exploration is to understand the nature and development of the planets, as illustrated by pictures from the first two decades of spacecraft missions and by the imaginations of space artists. Planets, comets, asteroids, and moons are studied to discover the reasons for their similarities and differences. NASA is at the leading edge of a journey of scientific discovery that promises to reveal new knowledge of our solar system's content, origin, evolution and the potential for life elsewhere. NASA Planetary Science is engaged in one of the oldest of scientific pursuits: the observation and discovery of our solar system's planetary objects. With an exploration strategy based on progressing from flybys, to orbiting, to landing, to roving and finally to returning samples from planetary bodies, NASA advances the scientific understanding of the solar system in extraordinary ways, while pushing the limits of spacecraft and robotic engineering design and operations. Since the 1960s, NASA has broadened its reach with increasingly sophisticated missions launched to a host of nearby planets, moons, comets and asteroids. NASA Planetary Science continues to expand our knowledge of the solar system, with spacecraft in place from the innermost planet of our solar system to the very edge of our sun's influence.

An Integrated Strategy for the Planetary Sciences: 1995-2010, explains that a responsive planetary exploration program demands a mix of mission sizes ranging from comprehensive missions with multiple objectives (such as Galileo and Cassini) to small missions with highly constrained scientific objectives. 2 At the same time The Role of Small Missions in Planetary and Lunar Exploration concluded that a series of small missions present "the planetary science community with the opportunity to expand the scope of its activities and to develop the potential and inventiveness of its members in ways not possible within the confines of large, traditional programs." In 1992, the National Research Council's Space Studies Board charged its Committee on Planetary and Lunar Exploration to: (1) summarize current understanding of the planets and the solar system; (2) pose significant scientific questions; and (3) establish priorities for scientific exploration of the planets for the period from 1995 to 2010. The scientific goals of solar system exploration include: (1) understanding how physical and chemical processes determine the major characteristics of the planets; (2) learning how planetary systems evolve; (3) determining how life developed, particularly on Earth, and in what ways life modifies planetary environments; and (4) discovering how simple, basic laws of physics and chemistry can lead to the diverse phenomena observed in complex systems. COMPLEX maintains that the most useful programs to emphasize in the period from 1995 to 2010 are investigations of comets, Mars, and Jupiter and an intensive search for, and characterization of, extrasolar planets.
