However, the stringency of these standards has effects on trade, particularly for Africa. The effects usually influenced their attainment of the development aspirations, especially employment, poverty reduction and sustainable growth. To this end, this study investigated the food export effects of the EU standards for Africa using the two-step Helpman et al. (2008) for two high value food products. In all, 52 African countries were considered in the empirical analysis from 1995 to 2012. This study finds that product standards for fish are trade enhancing at the extensive margins, but not the case at the intensive margins. However, standards are trade inhibiting at both the extensive and intensive margins of exports of vegetable. Thus, these findings suggest that the impacts of standards on exports are product specific. Hence, Africa must ensure adequate standards compliance through improvement in science and technology not only for the EU market, but in all its export markets. 60 pp. Englisch.

A two-step Heckman model is adopted using a comprehensive food safety regulations information from Perinorm. Two high-value commodities were selected, fish and vegetable, as well as a traditional cash crop, coffee, at HS-6-digit level for 47 African countries in all the estimations for the period 1995 to 2014. The findings show that at the extensive margins of export, standards are trade-inhibiting in fish and coffee, while enhancing the export of the vegetable. At the intensive margin, standards are trade-inhibiting in vegetable and coffee exports while trade-enhancing in fish export. 68 pp. Englisch.

Ausgewählt wurden zwei hochwertige Waren, Fisch und Gemüse, sowie eine traditionelle Cash-Crop, Kaffee, auf HS-6-Stellebene für 47 afrikanische Länder in allen Schätzungen für den Zeitraum 1995 bis 2014. Die Ergebnisse zeigen, dass die Standards an den extensiven Exportmargen bei Fisch und Kaffee handelshemmend wirken, während sie die Ausfuhr von Gemüse fördern. An der intensiven Marge wirken sich Standards bei Gemüse- und Kaffeeexporten handelshemmend und bei Fischexporten handelsfördernd aus.

African governments have consistently identified tariff barriers as major hindrances to Africa's exports. On the other hand, studies have found the preferential tariff rates which apply to Africa's exports are too negligible to affect African export flows to the developed economies. However, most of these studies examined only the demand side of the problem without considering the supply side, among the relevant factors. Thus, this study evaluated the effects of trade restrictions on Africa's exports to the EU and USA markets. The study used secondary data covering 36 African countries that trade with the EU and USA on products that spread across agricultural, industrial and petroleum sectors. It was discovered that Africa's export flows to these countries are generally not significantly affected by tariff barriers, since the continent enjoys preferential tariffs. Improved supply response capacity, more favourable trade agreements and reduction in the level of NTBs are imperative to Africa's export flows to these countries. 176 pp. Englisch.
