The Only Explanation Iks That The Public Has An Overwhelming Need To Believe That Their Leaders Have A Philosophy Of Government And Behavior When There Is No Evidence Of Such Anywhere; Probably A Need To Substitute Something For The Blind Obedience And Loyalty Which Characterized Pre-Democratic Life Everywhere.
