A letter giving an account of Azeredo Coutinho's dispute with the Cabildo of the Church of Elvas about the canons who were not presbyters appeared in the Correio Brasiliense of May, 1817 (p. 576). Azeredo Coutinho had received a copy of the printed letter through a friend. In this work he defends himself, adding details of his argument with the Cabildo, as well as reproducing much supporting documentary evidence. Azeredo Coutinho (1742-1821), a native of Rio de Janeiro and a leading figure in the Brazilian Enlightenment, was one of the most influential Brazilian writers of the late eighteenth to early nineteenth century, and "the greatest reactionary of his time" (Borba). He served as Archdeacon of Rio de Janeiro, Bishop of Pernambuco and Inquisitor General in Portugal, and he worked with great zeal to develop the commerce and industry of his native Brazil.*** Borba de Moraes (1983) I, 234 (without mention of the preliminary pages). Isabel Sebastiana Rosa de Moraes, ambos oriundos de familias distintas e abastadas da mesma província. Depois de concluir com aproveitamento na cidade do Rio de Janeiro o curso de humanidades, percorreu durante alguns anos, as terras da sua província, e da de Minas, deleitando-se com curiosa observação no estudo dos costumes e interesses locaes. Contava trinta annos de edade quando se determinou a trocar o estado civil pelo eclesiástico, renunciando os direitos da primogenitura em seu irmão segundo, e vindo para Portugal, onde no anno de 1775 se matriculou na faculdade de Direito da Universidade de Coimbra, que por esse tempo acabava de ser reformada. Aí tomou o grau de Bacharel em Canones, e mais tarde o de Licenceado, dando mostras de grande talento e aplicação assídua, não só nas ciências positivas, mas tambem nas filosóficas. Foi sucessivamente nomeado Arcediago da Cathedral do Rio de Janeiro em 1784; Deputado da Inquisição de Lisboa em 1785; Bispo de Pernambuco em 1794; Director geral dos Estudos e Governador interino daquela capitania em 1798; trasladado em 1802 para a diocese de Bragança e Miranda, posto que sem effeito, por haver o bispo respectivo reclamado contra a desistência que por acto involuntario fizera. No ano de 1806 se lhe realisou porém a transferência para o bispado de Elvas, e o regeu até 1818; deixando então esse exercicio pelo de Inquisidor Geral (o ultimo que desempenhou tais funcções neste reino, em virtude da abolição do Santo Ofício, que pouco depois teve lugar). Foi igualmente nomeado Presidente da Junta do Exame do Estado actual e melhoramento temporal das Ordens religiosas. Sobrevindo a Revolução de 24 de Agosto de 1820, foi pela sua província eleito Deputado ás Cortes Constituintes, nas quais tomou assento em 1821; porém mal poude funcionar, em razão de falecer quase reprentinamente. Foi desde 1791 Sócio da Academia Real das Ciências de Lisboa, etc. Severo por índole, e em extremo zeloso de conservar intactas as prerogativas e imunidades que julgava pertencerem-lhe, teve de sustentar por vezes no exercicio do seu ministerio as contradicções e desgostos, que bem se manifestam por alguns dos escriptos qne nos deixou; porém não que d?ahi lhe proviesse a menor quebra na estima e amisade do soberano, cujas boas graças o acompanharam até o fim da vida. During the French invasion of Portugal Azeredo Coutinho arranged the printing of a Commentario para a intelligencia das Bulas ., in which he defended the belief that the sovereignty and dominion of the overseas conquests belonged to the Kings of Portugal and not to the Orders of Christ, Aviz or Santiago. This was not in accordance with the dogma of the "Meza da Consciencia e Ordens." The "Meza" obtained a "Carta Regia from D. João, the Prince Regent ordering Azeredo Coutinho to be reprimanded "mui sizuda e severamente." This was done. However, Azeredo Coutinho did not yield and wrote this letter to the Prince Regent, in which he defends and reinforces his opinion about the possessions of the Orders, and repeats the account of the services he rendered during his civil career in Pernambuco and Elvas at the time of the French invasion. He includes copies of several documents, and on p. 114 publishes a copy of the "Bulla de Incorporação dos Mestrados de Christo, Santiago e Aviz com os Reynos de Portugal."This work is interesting for the light it sheds on the biography of the author, and for the study of the intricate question of the possessions of the Orders of Christ, Aviz, and Santiago in Portugal's overseas territories.Azeredo Coutinho (1742-1821), a native of Rio de Janeiro and a leading figure in the Brazilian Enlightenment, was one of the most influential Brazilian writers of the late eighteenth to early nineteenth century, and "the greatest reactionary of his time" (Borba). In the Concordancia, printed here for the first time, he argues that one cannot attack slavery without attacking the concept of private property, and that the laws forbidding the enslavement of Indians do not apply to Africans. The Concordancia complements the Analyse and is often bound with it.Azeredo Coutinho wrote the Analyse in 1796 and submitted it to the Academia das Sciencias, which refused to publish it. He then translated it into French and had it printed in London, 1798, under the title Analyse sur la justice du commerce du rachat des esclaves de la côte d'Afrique. As the debate over the slavery question became more heated, Azeredo Coutinho expanded the work, adding 48 new sections (this Portuguese text has 131, compared to 83 in the French) and new footnotes. In 1808, Azeredo Coutinho was finally granted a license to publish the work in Portuguese. Azeredo Coutinho advocates increased trade between Portugal and Brazil and the building of factories there rather than in Portugal. His work is important because Portugal had allowed little to be published about her colonies until this time. According to the preface of the English translation, London 1801 (and several later reissues), this first edition went out of print almost immediately and was very difficult to find.Pages 133-53 comprise Azeredo Coutinho's Memoria sobre o preso do asucar, originally published by the Academia das Sciencias in 1791, and revised for inclusion with the Ensaio. It deals with the price of sugar from Portugal's colonies in Brazil, Africa and the East, and its relation to the world-wide sugar market. This was of special concern to Europeans, since the revolutions in the French colonies had caused reductions in supplies and sharp increases in price. Extremely rare in commerce the first edition of a work that featured the most powerful defense of slavery of the late Enlightenment era, and one of the most influential and controversial books in Brazilian and Portuguese history, written by José de Azeredo Coutinho, the Brazilian plantation owner-turned celebrated intellectual and cleric who was the (unintentional) forefather of Brazilian independence; the 'Analyse provided strong economic and 'relativist moral arguments that justified, and were in part responsible for, Brazil continuing to practice slavery for another 90 years after the work appeared; published in London in the French language in order to reach a larger audience, having been censored in Lisbon for being too incendiary a stellar example with contemporary wrappers bound in. - BRAZIL / SLAVERY & TRANSATLANTIC SLAVE TRADE / POLITICAL ECONOMY - At the end of the 18th century, Brazil encountered something of crisis. The economy of the vast and overwhelmingly rural Portuguese colony was totally dependent on agriculture and mining, industries fueled by enslaved African labour. For almost three centuries, Brazil had been locked into the Portuguese mercantilist economic system by which it was forbidden from having any meaningful commercial contact with foreign powers, while it occupied one of the vertices of the 'triangle trade , whereby slaves were sent to Brazil from Portuguese Africa, Brazil produced raw materials for export to Portugal, while Portugal provided both Brazil and its African domains with European manufactured goods. This system was dominated by inefficient monopolies and nepotistic cartels, and Brazil was legally prevented from diversifying its economy beyond the natural resources demanded by Portugal (i.e., it was barred from engaging in any meaningful manufacturing). Thus, Brazil s economy, while large, was developmentally arrested, and highly vulnerable due to its excessive dependance upon a few key sectors and markets, which in turn were built upon the backs of slaves. Brazil s elites were starting to grumble about the lackluster and ossified condition of the colonial economy, while the abolitionist movement, which sought to ban both the Transatlantic slave trade, if not slavery itself, was gaining momentum in liberal circles in Europe, including in some quarters in Lisbon (indeed, in 1807 Britain would seek to enforce global ban on the maritime slave trade). Wedded to a fragile economic system that was totally dependent upon slavery, Brazil was in a perilous position. Indeed, any serious limitations on slavery would seemingly pose a mortal danger to the Brazilian society and economy. Enter José de Azeredo Coutinho and The Brazilian Enlightenment Defense of Slavery - José Joaquim da Cunha de Azeredo Coutinho (1742 1821) was one of the brightest stars in the intellectual-political firmament of Portugal and late colonial Brazil. One of the leaders of the Brazilian Enlightenment, he was a groundbreaking economist, historian and philosopher. A native of Brazil, he was one of the first figures to call for the colony to be given more autonomy so that it could reach is economic and social potential, albeit with in the Portuguese imperial system (he was always a loyal subject of the Portuguese crown). His writings were critical in laying the groundwork for Brazilian sovereignty and, as such, he was (intentionally) the forefather of Brazilian independence, which was achieved only the year after his death. Azeredo Coutinho was born in Campos dos Goitacazes, Rio de Janeiro province, the first son of one of the wealthiest sugar planters in the region. Inheriting the family estate in 1768, a cerebral man, he soon grew bored with rural, agrarian life, and upon transferring the estate to his brother, he left for Portugal to pursue an ecclesiastical-academic career. In 1775, he enrolled at the prestigious canon law programme at the University of Coimbra, which had recently switched to a modern Enlightenment curriculum. Upon his graduation and taking orders, Azeredo Coutinho s uncommon brilliance was recognized by his superiors, and he enjoyed exceptionally rapid advancement in the church, eventually becoming one of the most powerful and influential figures in the Portuguese Empire. He was appointed Deputy of the Inquisition of Lisbon (1785), Bishop of Pernambuco, Brazil (1794), the interim Governor of Pernambuco (1798), the Bishop of Elvas (1806-1818), and in 1818, as the Inquisitor General of the Holy Office of Portugal. However, despite his place at the top of the Portuguese-Brazilian establishment, Azeredo Coutinho was unapologetically outspoken, holding many controversial views that led him to have many enemies in government, the colonial commercial oligarchy and the liberal pan-European intellectual establishment (ex. he was despised by the French philosophes, and the feeling was mutual). However, he also had powerful, ardent supporters, including the Prince Regent of Portugal, Dom Joao. Elected to join the Royal Academy of Sciences of Lisbon (1792), he became one of its most important contributors. Azeredo Coutinho s first influential published work was the Ensaio economico sobre o commercio de Portugal e suas colonias (Lisbon: Academia das Sciencias,1794), whereupon he boldly suggested that Brazil should be given more autonomy to develop its economy and trade, while still remaining a loyal part of the Portuguese empire. In the present one he challenges the Mesa da Conscie^ncia e Ordens of 1532, which centralized the Portuguese monarch's power and put all Portuguese clergy stationed overseas at a disadvantage (in Cape Verde, Sao Thomé, Angola, Brazil, India and China). This controversial opinion led to the confiscation of the present publication shortly after it appeared on 20 June 1804, but several copies were distributed before that, including the present one.
