8vo, pp. [4], ii, 66; ex-University of Minnesota with 2 small rubberstamps; all else very good. At head of title: Cabinet Secretariat. This copy with the ownership signature of Lloyd M. Short (1897-1981), Department of Political Science at the University of Minnesota in 1935 until his retirement in 1965. He became the first director of the Public Administration Center (now known as the Hubert H. Humphrey Institute of Public Affairs) in 1945. He became the chair of the political science department in 1952. Paul H. Appleby (1891-1963) was an American theorist of public administration in democracies. He was the dean of Syracuse University's Maxwell School of Citizenship and Public Affairs. He made several trips to India as a consultant with the Ford Foundation and in 1955 returned to political life by serving as Budget Director for the State of New York. He retired in 1957, but remained active in his role as a consultant to India and published several articles. As a result of Appleby's Survey, Pandit Jawaharlal Nehru, then the Prime Minister of India, established the Indian Institute of Public Administration (IIPA) on March 29, 1954 based on Appleby's recommendations.
