The Ministry of Communications is one of the oldest public agencies in the country, established with the founding of the Kingdom, and key to meeting its development goals. This work celebrates the completion of a modern highway network in a short time, covering all regions: "It included the construction of many long highways, bridges and tunnels passing through very rugged and difficult terrain" (opening statement by King Fahd). It also presents a wider survey covering the role of transport in promoting national development, and the Ministry. A section on land transport describes the Saudi Railroad Organisation (its history, future plans and Customs Railway Station in Riyadh), and the Saudi Public Transport Company SAPTCO (public need, past and present services, transport for pilgrims, future plans, the fleet, bus shelters). A section on marine transport addresses achievements, staff training, future projects etc. Finally, roads are presented in historic perspective, with a description of their current status, features, development plans, classification, maintenance, Saudi engineers and contractors, examples, Hajj roads, expressways, descents, ring roads, agricultural roads, and the national road construction industry. This shows rapid development. The number of buses laid on for Hajjis for example, increased from 647 for 5 million pilgrims in 1980, to 989 for 9.4 million in 1981 alone. In Mecca, construction of the Internal Ring Road, Middle Ring Road, Ajyad-Kudi Underpath, and the Makkah-Alkar Vast Road bypassing the sacred Mash'air area were either completed or well advanced.
