Human Rights, being human-centric, are Universal in Character but caught in the diametricall opposing Forces of Globalisation and fragmentation Human Rights issues are destined to live with the opposite set of problems and their differentiated treatment. The questions resulting from these complexities and the answers, we require, have barely begun to surface. This book constitutes a part of the contribution to this vital process. No doubt, the Constitution, the legislative laws, the administrative measures, the Universal Declaration of Human Rights and various International Covenants and Conventions provide Legal context to human rights out of which individual rights are derived and by which these are safeguarded, their violation assessed, their grievances met, their redressals set right, the aggressors punished and the victims compensated. Despite the significance of the legal aspect of individual rights we need to situate the human right issues in the wider social context. The denial of Right to Life is due to perpetuation of Poverty which, in turn, is the consequence of denial of access to opportunities, such as education, health, potable Water etc., being the minimum requirement for a qualitative social life. Moreover, human rights are possible only in the context of Sustainable Development which is non-exploitative of both people and environment. Conservation and equitable distribution of resources depend upon access to resources and distributive Justice which must reach all those whose rights are yet to be realised, that is women, children, socially and economically disadvantaged sections including the Marginal farmers, casual labourers, scheduled castes and scheduled Tribes and backward Minority Groups and the disabled who are vulnerable to the denial of human rights. Together they constitute the majority of population. Such societal issues must be the concern, not only of legal experts, but also of the social experts, NGOS, University community and common enlightened citizens. Deadened by Traditions and habits, we rarely pay attention to such pre-requisites which can alone sustain human rights. As such this book has undertaken the societal aspect of human rights in India. The present collection of Essays not only pertains to the domain of human rights but also provides insights into the Emerging issues concerning the societal aspects of human rights, which have over the years assumed importance.
