Disbound, worn and some pages chipped, but text complete, worn leather spine with title "Circulars to Surveyors 1876 [-1883]", first six pages comprise a manuscript index to contents. The contents comprise a presumably comprehensive collection of the circulars sent to "Heads of Departments and Surveyors" of the General Post Office between 1876 and 1883, some folded (some of those with tears but still complete). Subjects include: Sick pay to married women; Surveyor's office rent & accommodation; Post Office Sites and Buildings; Abolition of Green Tape; Unpaid Postage; Pillar Letter Boxes New Contract; St Valentine's Day - as to provision of indoor work on; Surveys; Boys under 16 employment of; Wall Boxes New Contract; Telegraphists; Enlistment in teh Army; Robberies in Post Offices; Mail Carts; WOMEN (Employment); Parcels Post; Undelivered letters; Private Boxes; Wages; (poster folded) Inland Parcels Postetc., etc. Approx. 144 circulars and handbills. A rare item, with the signature of the Comptroller of the Treasury, John Steele of North Carolina, whom George Washington had appointed as such in 1796.
