Stephen L. Carter nació en Washington en 1955. Tras doctorarse en derecho en Yale, ejerció durante años la abogacía. En la actualidad es profesor titular de derecho en la universidad en la que cursó sus estudios. Hasta la aparición de El emperador de Ocean Park, la carrera editorial de Carter se había centrado en la publicación de libros de temática legal. Por El emperador de Ocean Park Carter recibió el mayor adelanto pagado nunca en Estados Unidos por una primera novela, y los derechos cinematográficos de la misma se vendieron a la Warner Brothers.
