I think he set out to write a satire of a spy novel but he made the story, the writing, the characters, so good that it became an amusing spy
novel. And some of the passages (the eating contest on a cruise ship) are among the best you'll ever read

Denis Hillier is an aging British agent on his last assignment. His old school friend Roper defected to the USSR long ago, to become one of the evil empire's great scientific minds.
