Some explanation is required of my use of certain geographical names. The appellations current to describe the Low Countries, or parts of them, and their inhabitants, have fallen into a chaotic Confusion which is a reflection of their chequered history, but which compels the historian to introduce some system of his own if he wants to convey clear impressions to the minds of his readers.
