Richard Gargiulo, Ph.D., is a former Fulbright Scholar; President of the Alabama Federation, Council for Exceptional Children; and President of the Division of International Special Education and Services, Council for Exceptional Children. Jennifer Kilgo, Ed.D., is past president of the Division for Early Childhood of the Council for Exceptional Children. She has served on the editorial boards of the Journal of Early Intervention, Topics in Early Childhood Special Education, and Teacher Education and Special Education.
