One result of Europe's warlike alarms and movements is the decree of Austria for sparing private property at sea. That this was prepared for by Russia, is shown by the clause already introduced into the "Italian Constitution."

The extinction of England maritime power as against Russia, is an aim for Russia, beside which all others sink into absolute insignificance. Prussia is actually the pivot of the movements in Germany, Italy, and the Danubian Principalities; no one doubts that the present Minister of Prussia is Russia's man.

The former is written in response to a motion proposed by Gregory to the House of Commons to address the Queen. The aim of this motion was to persuade Her Majesty to exert her influence with foreign powers to induce them to spare private property at sea during times of war. The author strongly disagrees with this motion, contending that it is based on a false premise and that it would be impossible to enforce. The author argues that the Declaration of Paris, which was signed in 1856 and which abolished privateering, has not been accepted by all nations and is therefore not binding on any. He also argues that even if it were accepted, it would be impossible to enforce because there is no way to distinguish between private and public property at sea. The third letter is addressed to the general public and expands on the arguments made in the first two letters. The author argues that the Declaration of Paris is a dangerous and short-sighted policy that will ultimately lead to war. He urges the public to reject the motion proposed by Gregory and to support a policy of maintaining the right to seize private property at sea. This book is a valuable contribution to the debate on the Declaration of Paris. The author makes a strong case against the Declaration, and his arguments are well-reasoned and persuasive.
